Ask Operation Management Expert

Please discusses your answer in detail. As you are most likely aware, Wells Fargo has been dealing with a scandal in which many of its employees opened fraudulent or fictitious customer accounts in order to satisfy sales quotas imposed by their managers. How would you design a effective policy to help meet the bank's goals without encouraging such behavior on the part of its employees?
