One of the system campuses decided to build a new Student Union. Despite hiring a professional fund raiser and appealing to the various constituencies in the surrounding area, the school's efforts at fundraising fell short.

After exhausting consideration of all other potential revenue streams, the campus President decided to ask the students if they were willing to pay an annual fee for the use of the facility as a way to cover the shortfall.

The annual fee was $40 per semester for full time and $20 per semester for part time students. The fees would disappear after the financing (10 years) was complete. The students were given a chance to vote on the proposal.

After the votes were tallied, the president announced that "...56% of the students voted "Yes" to the plan to charge all students an annual fee for the new building." He thanked the students and the campus proceeded with its plans. (The 56% number was verified by a student review board).

The president had reported the ballot outcome correctly. However, "critical listeners" might want to have heard more information from him on the matter. Can you think of additional questions that might (should) have been asked?
