On balance, who is ultimately responsible for ethics and moral behavior in the local, national or global marketplace: the companies, the nation-states, or the consumer? Is it the consumers' fault for buying cheap goods manufactured in countries that exploit child labor laws or pay below living wages? Should the consumers be more adamant and insist that the products they buy be ethically sourced? We see this in coffee with "fair trade" labels; why not our clothing or our shoes? 

Or, should nation-states enforce ethics and morality in the marketplace and insist that any country seeking to export its goods have in place laws that treat and pay workers fairly? What are your thoughts?
