Haley Crews is the Executive Director at The Shelter, a nonprofit organization serving the homeless in Birmingham, AL. The organization receives private and public (local, state, and federal) funding and has a staff of 20. The State of Alabama has just awarded the nonprofit a contract to provide housing management in Jefferson County. The Shelter will continue to provide emergency shelter, but will now add a five-person department to manage the Section 8 housing in Jefferson County. This state funding is supplemented by U.S. Department of Housing and Urban Development (HUD) dollars. The Shelter will be required to implement new standards of service that are in compliance with the local, state, and federal funding. The federal dollars are nonrestrictive and allow leeway in service provision for long term housing solutions. The state dollars are restricted to populations living in severe poverty. The local dollars are also restrictive, limiting the types of services provided only to emergency shelter services.
