He thinks that he is not serving his customers well, and has decided to move to team environment and to push many of decisions to lowest possible levels. Or we can say, he wishes to develop team-based, empowered organization. Many of his best managers are resisting idea strongly. They not only feel that many employees are not ready for change, but they also think that they personally could never change from "command and control" style to permittingmore participation.
