Janet and Lori are friends who are shopping at the mall. Janet is a teacher, and Lori is a healthcare manager at the county health department.

They decide to take a break for lunch.

Janet: I can't believe how much money is taken out of my monthly pay checks for federal taxes. I've been working for 30 years as a teacher, and my take-home salary is so low it is hard to have enough money to buy new clothes. I've seen a steady increase in the amount of state and federal taxes coming out of my paycheck over the past 10 years.

Lori: A lot of the money from taxes goes to help our "general welfare" public health programs. This money goes to help the people who need it the most. I should know, I see it every day. I think the tax amounts they take out of paychecks are fair, and that the public health programs are worth all the taxes we pay.

Janet: As a teacher, I also see it every day. Over 50% of the children in my school receive free or reduced fee lunches. Still, I just don't think the public health efforts are worth all the tax dollars we pay.
