Q. While I do think that one can possibly complete a functional plan it is a rather involved undertaking. Form illustrate what you have posted, you have well identified, we are to understand that the plans financial would be incomplete and as such the plan will not be finished

I would also kindly point out that collecting marketing information: traffic count, city zoning, city ordinances, segmentation, demographics and takes a bit of time to complete. It may be difficult to collect such information and write the plan in 24 hours. Not impossible, yet difficult.
