In one large company making consumer durable products, the chief inspector operated on the principle that disposition of nonconforming lots of components must be done in only three ways: (1) by scrapping them, (2) by repairing them to bring them into confor- mance, or (3) by securing a waiver from the design department. What she did not permit was a tryout to see whether the components were usable despite nonconformance. Her stated reason was that if she authorized such tryouts, the production people would devote their energies to tryouts rather than to making the components right in the first place. What do you think of this approach?
