Abstract:

The aim of this study, which followed two prior postal surveys, was to explore in detail, the roles of incremental improvement typified by TQM, and radical innovation in the form of BPR, in organisational change strategies. The empirical research comprised six in-depth case studies, the selection of the case organizations being purposive rather than on a representative basis. The key research questions that shaped the empirical research, emanated from the prior research and from extensive reviews of relevant literatures, which had raised many questions. It was found that, at the case organizations, TQM and BPR were regarded as complementary approaches to organizational change rather than being mutually exclusive, as some writers have suggested.

 

Review:

The paper reports the findings of six case studies which comprised part of a larger project designed to achieve two main aims, namely:

o Investigate the awareness, understanding and use of business process re-engineering (BPR) in Northern Ireland (NI) industry; and

o Examine the interaction of radical (BPR) and incremental (total quality management (TQM)) approaches to change management.

• Objectives: explore the roles of incremental improvement (TQM) and radical innovation (BPR) in organizational change strategies.

• Methods: Six case study investigations had been preceded by a postal survey of NI's top 100 companies. The specific cases were chosen because their distinguishing features permitted detailed investigation of the main theoretical issues underpinning the entire project. The main aims of the survey had also derived from the literature, and were as follows:

o To gain some insight into the levels of awareness, understanding and use of BPR in NI.

o To examine the positioning of BPR and TQM in organizational change strategies.

o To explore the relationship between incremental improvement in the form of TQM, and radical innovation (BPR) as approaches to the management of change

• Contribution

o The paper provided extensive reviews of relevant literatures.

o In summary, unresolved issues include: the circumstances in which the use of BPR is most appropriate - in particular, whether or not crisis is a necessary stimulus

o The literature suggests there are different levels of re-engineering.

• Comments:

o Multiple case study research methodology can offer deep understanding of the complexities of organizational life and of processes and outcomes in a natural setting.

o The approach adopted by the authors was not characterized by concern for representativeness.

o The findings of the six case studies suggest that an integrated approach, aimed at improvement and innovation, may provide an effective platform for broader long-term organizational transformation.
