How does the internet socialize children and/or adolescents?

Since the internet can have so much power over children, do you think the government should regulate internet content the way that they do television content? Why or why not? 

What are the benefits and drawbacks of the internet in relation to children and adolescents? In other words, are there effective ways the internet can be used to help socialize children or does it make them anti-social beings?
