For this assignment, we will discuss the conflicts that occur among the competing ethics of the various personal, professional, organizational, and social realms. Each public administrator has his or her own personal ethics, which may come into conflict with the institution or with the actions or statements of co-workers and superiors. For example, a person who places high value on personal honesty may have trouble in a job with a security clearance that requires secrecy.

Upon completion of this assignment you should be able to:

      1. Read Chapter 5, "Honor, Ethics, and Accountability" in the textbook,Introducing Public Administration
      2. Review theAcademic Writing Visual.pdffile and incorporate all guidelines presented there in your submission.
      3. Visit theAPA Style Centralwebsite and research areas of writing scholarly papers.
   2. The concept of a hierarchy of ethics is discussed in the readings in the textbook.
      
      1. Consider the definitions presented in the textbook as you analyze the different levels of ethics for this writing assignment.
   3. Compose a paper of 500 to 750 words that includes the following elements:
      1. Title page: in APA format.
      2. Subheadings identifying each section of your paper
      3. Introductory paragraph setting the stage for the rest of the paper
      4. Summary: Summarize the concept of a hierarchy of ethics and the four levels of the hierarchy. Include direct quotes from the textbook that are properly cited per APA.
      5. Application: Describe a real-world situation in which a local, state or federal government employee faced an ethical dilemma because of the conflict of two or more of these levels of ethics.Do not use an example cited in the textbook.

         NOTE: Be sure to cite all the sources you used to discuss the details of the story. You should not write the story relying on your memory only. Cite your sources using correct APA style.

         Evaluate the real-world situation at each level of ethics. Address any of these questions that are appropriate:

         1. Which level should take priority & why?
         2. What is the effect of personal self-interest in dealing with the dilemma?
         3. What is the role of organizational self-interest?
         4. What is the role of Christian values?
      6. Conclusion paragraph.
      7. Reference page. Include a properly formatted APA reference list.
