Health care providers increasingly are relying on strategic planning to guide the allocation of capital and other resources. Consequently, effective strategic planning may help a health care provider improve its financial performance. I wonder, however, what comes first.....fitting the strategic plan to the available resources or fitting the strategic plan to the market conditions and the strengths of the organization. It would seem that the former approach would be limiting in some way. Any thoughts?
