It is justify to say that we have reversed course on bombing of civilian populations. Mass bombing of civilian populations (Europe in WWII and North Vietnam) is long way from the careful analysis giving to targeting today where there is great consideration giving to collateral damage. But why reversal? Is it admission that policy was wrong in past? Would it be OK today if we had similar situations again? Have our opinions on morality of bombing evolved? May be it is because precision bombing is now possible and morale of civilian populations is emboldened by bombing. What do you believe?
