Changes to Nafta, legally known as a novation, can be made through negotiations, it does not matter who requests those changes. Any increase on costs are passed to the consumer. The root of the problem is the USA likes good inexpensive products. When this stared in Bush 1 and signed into law by Clinton, people in the USA complained but no one listened. What is the difference from the 1990's and today?
