Get tough, go soft; what is the answer? The pendulum swings back and forth at times and yet positive progress is difficult to sustain in the juvenile justice system. Clearly there is no ONE solution to our problems, however if you could mandate/initiate one thing in this country in order to reduce juvenile delinquency, what would it be? Provide some sound logical reasoning for your 'solution' which could include some data (if so, cite your source).
