A terrorist group, calling itself "Martyrs of Jihad" and claiming affiliation with al-Qaida, has successfully hijacked a U.S.-flagged cruise ship, Pacific Holiday, and vowed to kill hostages within 24 hours unless dozens of named terrorists are released from U.S. prisons and the U.S. military base at Guantanamo Bay, Cuba. U.S. military and civilian intelligence surveillance systems have verified the presence of numerous armed persons on board. In addition, as with the AchilleLauro incident, they have executed one passenger and thrown the body overboard to demonstrate their resolve. The vessel is currently traveling south towards Mexican territorial waters.

As an intelligence analyst with the Department of Homeland Security, your have been directed to develop a background paper pertaining to the hijacking of the cruise vessel within territorial waters of the United States. This background paper will cover the following issues:

1. Define which DHS component agencies would be involved in an incident of maritime terrorism involving a U.S.-flagged vessel within U.S. territorial waters.

2. Explain the differences between the U.S. Coast Guard and the U.S. Navy in dealing with incidents of maritime terrorism involving a U.S.-flagged vessel within U.S. territorial waters.
