For example, there were no whistleblowers at Enron in any sort of upper level executive positions. The bottom line is that Sherron Watkins, who is the major whistleblower at Enron, had her own selfish motives in trying to draw attention to Enron's problems. Because she was not privy to all of the information, and the shady deals that Jeff Skilling was involved with, she did not understand how severe the problem at Enron really was. Does this mean that we should also look at whistleblowers as people who are sometimes self interested, and draw attention to an ethical problem because they want to have some degree of reward?
