1. Which one(s) do you think most apply to the Rosa County project? Why do you think so?

For my perspective, market demand and customer request most apply to the Rosa County project. Regarding the situations in this case, with the population has rapidly increased, call volume was exceeding current ability that the call-response system had to respond. This could be seen as market demand. Moreover, there are customer requests as well.

The police department and the fire department encountered issues refers to lack uniformed personnel especially during active periods, electronic mapping and address retrieval capability needs to be enhanced, state call time needs to be shortened, etc. Thus, there are market demands and customer requests apply to this Rosa County project.

1. Write at least one formal business requirement for this case. Why do we need such a system? What does having such a system give us?

The Rosa County public safety requires the capability to be able to upgrade public safety system in order to receive and process incoming emergency calls and then to dispatch appropriate field units to required locations.

Because with the population increased rapidly, the existing cumbersome public safety response processes cannot afford the over exceeding stress. Having such a system could improve the ability of public safety which include uniformed personnel supports for call responses, electronic mapping and address retrieval at the dispatch center, and GPS to locate and track emergency vehicles, etc.

1. If you were writing a business case for this project, would you recommend initiating it? Why or why not?

If I were writing a business case for this project, I would recommend initiating it. Considering the feasibility study, the purpose of this project aligns with the goals of the public fire and police departments. It upgrades the public safety system.

Due to the "cost-benefit" analysis, it plans to cost award for &720,000 or even more in monetary but the benefit will be expressed in non-monetary terms that are the safety and convenient of civilians. However, there are risks need to be considered and how to do the trade-offs like over-budget, etc.

1. I would like to say the increasing demands of the market is the significant problem and reason for Rosa county to do the project. It also impedes the increasing of customer requirements in the nest step.

"Rosa County (population 900,000, covering over 500 square miles) first investigated upgrading its public safety response processes in the late 1990s, when the County Police Department had been working with the County Fire Department to share handling all police and fire-related communications and dispatch functions internally and, due to a rapidly increasing population, both departments realized call volume was quickly exceeding current ability to respond."

This is an obvious reason of starting it.

• Calling response time should be reduced to less than 10 seconds, which is shorter than the two ministries cooperated.

• Rosa County public security requires the capability to improve the old system.

• Rosa County residents are required the capability to provide services in the event of an accident.

More and more people and police and fire pressure are increasing with the development of the Rosa County. For limited official resources to better protect public safety, the urgent need for efficient and intelligent public service system. CAD system can improve responses to the call when the GPS are using in the vehicle. The emergency service can save resources and utilities if the city can obey the rules.

3. According to PMBOK, "Typically, the business need and the cost-benefit analysis are contained in the business case to justify the project." (P, 68) If I was drafting the business case for this project, I would recommend initiating it. We all know that a new system to handle emergency calls to the residents is needed. The benefits here are obvious to promote work efficiency and reduce the loss of residents.

Thanks for sharing your post, I agree with you that the new technology is the need for Rosa county because this technology will improve the existing systems which setup in the county and basically will improve the public safety in the area as you said in your post and also I have similar thoughts regarding the initiation of the project because as the maintenance cost for the new system is unknown because it is first of its kind so the project should not be initiated because if the maintenance cost is high then as you said the budget would overrun and I also think that this cost would be for a long term because the maintenance of the system would be done on a regular basis.
