Historically, the proper relationship between the federal and state governments has been a great issue in presidential campaigns. In this election, neither Donald Trump nor Hilary Clinton have drawn much attention to this question. Still, whoever gets elected will have to consider exactly how a president can accomplish their goals in face of possible state resistance.

Identify and explain the two key sources of federal power over the states.

Consider what Trump could use these sources of power if he wanted to restrict marijuana use throughout the country, or how Clinton get states to adopt stricter greenhouse gas regulations.

Under what circumstances, or when during their term in office, do you think the new president will have particularly good chance of accomplishing their goals?

How could "gerrymandering" affect your president's success?

Explain the two basic types of policy subsystems identified in class and their key characteristics.

Provide examples of each type, and consider how they might evolve over time.

Imagine you are a policy analyst for a group that seeks to get attention to either 1) the issue of inadequate health care(Medicine Over Money, or "MOM"), or 2) the finance industry's concern about over-regulation(Help Investors Today, or "HIT").You are asked to write a memo to either MOM's or to HIT's newly-hired director that:

1) Defines and differentiates between the terms: "event", "condition", "problem", and "public problem" and how these terms connect to public pressure to act on your issue;

2) Explains what a "problem broker" is, and how they might promote your policy goals.

3) Considers whether this coming year will be a good year to advance your cause, and why or why not.
