Unit 8 - Performance Management in the Public Sector

INTRODUCTION

Employees need to be measured in their performance so that both the employee and employer understand the value that the employee brings to the workplace and is compensated fairly for their efforts.

In Unit 8, you will explore methods of measuring performance. You will explore the theoretical basis of performance management and factors that can lead to "burnout" that is very unproductive to the organization. Learn to appreciate the balance between metrics, motivation, and stability.

OBJECTIVES

To successfully complete this learning unit, you will be expected to:

1. Explain the critical nature of the public service culture in making the organization successful.

2. Demonstrate an understanding of the expectations and obligations of an employee within the culture of a public service organization.

3. Explore performance metrics used to measure success in both employees and the human resources function.

Unit 8 Study 1 - Readings

Use your Public Personnel Management text to complete the following:

• Read Chapter 8, "Recruitment, Selection, and Promotion."

• Read Chapter 9, "Leadership and Employee Performance."

? These chapters explore hiring practices that are used in HRM to maximize the integration of a new employee within the culture of the organization. In addition, the psychological contract between the employer and employee is explored in terms of expectations and obligations folded into equity theory and expectancy theory.

Use your Public Human Resource Management text to complete the following:

• Read Chapter 16, "Measuring and Benchmarking Human Resource Management."

Use the Research Library to read the following:
