FIRST: Describe the Constitutional tension between the President in his role as Commander-in-Chief of the Armed Forces, and Congress' role in declaring war.

How did the War Powers Act attempt to address this situation? Was it successful? Should Congress have more of a say in military matters, or should the president be allowed wide discretion in use of the military?
