Often, there are rearrangements in the administrative agencies handling immigration laws. Recently, the USCIS (United States Citizenship & Immigration Services) functions were transferred to other administrative agencies. Do you think the changes were made because there are problems in the agency management or because the laws leave too much room for different interpretation?
