Description- Prepare a report assessing the potential for user charges as the basis for funding urban activity in Parramatta's CBD. Consideration should be given to the wide range of flows that constitute urban life and activity in the CBD irrespective of traditional responsibilities of governments. Your report should commence with an explanation of the CBD as a space of flows. It should identify the financing requirements generated by these flows. Then it should argue why certain of these flows should be financialised, how charges might be imposed, and how revenue streams might be dedicated to ongoing financing requirements.
