Describe the solution of the following problem

Problem- In discussing federalism, observers often concentrate on the tension between where national powers end and state powers begin. But state and federal government have concurrent powers as well.

Part 1- How do some of these powers e.g., law enforcement, taxation, general welfare affect citizens?
