The Scenario: 

The scenario presented is that of a for-profit-university that must adhere to the strict guidelines set in place regarding the Higher Education Act of 1965, which stipulates that the organization cannot garner financial bonuses to employees for the purpose of driving up enrollment numbers. Due to the lack of employee opportunity to earn bonuses at the university, there has recently been a detrimental impact on the overall morale of the employees. Management is of the belief that an employee incentive program will reinstate high employee morale.
