Create the two-three page response which addresses all aspects of the problem.

Case: In response to public pressure, newly elected town councillors of city of Seaboyer enacted a by law to curb prostitution associated activity on city streets. New bylaws states the following:

"People may not assemble in groups of two or more on city streets and sidewalks between hours of 10pm and 4am."

REQUIRED: There are two issue areas to address, 1)municipality authority and 2) charter. State specific issues (they must be questions) in two issue areas (note there are many issues to address in each issue area). Also, in detail examine sides of the town council (who want to keep bylaw) and those which oppose bylaw.
