The scenario is, I was standing be myself on a riverbank during a clear sunny day. I looked up and several injured people were floating down the river toward me. I looked as far up the river as I could and it appeared to me that there was no end in sight. I took out my cell phone and realized that I had no service in that area. I had to decide to help the people fast. I was at a spot at the river where it was low and safe to enter. I ran into the river and started helping people to the shore line. I evaluated the injured people as I quickly as I could and the ones that had minor injuries I recruited to help me bring the others to shore. Some of the people were badly injured and required immediate care, I arranged them with the help of the less injured by that of severity. I wasn't too concerned at that moment about the accident site up river where the injuries occurred. There were more people in the water at this time. I could help the injured people that were in the river in front of me or I could help the injured in my area. However, if I left and went upstream to find the source of the injuries, then the severity of the situation would take on a new level with high chance of casualty.
Leaving the scene and going upriver to help, could possibly stop the problem however; there is no guarantee. I know I can help the injured people in my area of protection and hopeful that is in fact the right choice.
