Certainly, the international community has witnessed a significant rise of uncivil networks that often rely on unconventional means and violence to express their interests. It is also evident that many of these networks rely on the Internet and social media to advance their causes and desired outcomes. Prudently, students of international relations now recognize uncivil networks as non-state actors that cannot be ignored. They would seem to acknowledge that any comprehensive study of international order and stability must take into consideration the activities of groups such as ISIS. However, it could be argued that the real challenge the international community faces is the absence of a universally accepted approach to dealing with uncivil networks.
