Ask Operation Management Expert

Billy is camping in the Beartooth Wilderness and starts a fire to keep himself warm. Unfortunately, he fails to put it out completely and, when he wakes up in the middle of the night, the fire has spread to some dry brush nearby. He cannot put it out before it spreads further but, luckily, he is able to flee before the fire engulfs him. Unbeknownst to Billy, a natural fire has started in the next drainage over the mountains. Both fires meet up in the main valley and, together, they destroy a number of expensive vacation homes and ranches. Does Billy have any liability here? Would it make any difference if the Wilderness was under a fire ban at the time?
