Autonomous spending is the spending done when no income is coming in. Increased spending on military good while it is a sale to that supplier, it does not necessary lead to an increase in consumption by either businesses or consumers. Especially if the weapons are sold overseas. It may be correct that people who build those weapons have a job, but it is the job they had before the war.
