In the article "From Cooperative to Coercive Federalism", John Kincaid argues that previously held views on federalism need to be modified in light of "contemporary conditions".

Essentially the modes of cooperative federalism in place since the 1930s need to be reevaluated and perhaps a new arrangement found.
