Consider the issue of relevance in light of recent congressional approval to fund the department through September 2015. On March 12, 2015, the U.S. Northern Command (NORTHCOM) Chief Navy Admiral cited threats of transnational crime, homegrown violent extremists, international countries North Korea, China, Russia and Iran. In March 2015, FBI Chief John Brennan, told the Council on Foreign Relations the emergence of ISIS as a terrorist threat poses significant danger to the U.S. homeland as well as the homelands of U.S. partners.
