INTRODUCTION

Employees need to be measured in their performance so that both the employee and employer understand the value that the employee brings to the workplace and is compensated fairly for their efforts. In Unit 8, you will explore methods of measuring performance. You will explore the theoretical basis of performance management and factors that can lead to "burnout" that is very unproductive to the organization. Learn to appreciate the balance between metrics, motivation, and stability.

OBJECTIVES

To successfully complete this learning unit, you will be expected to:

1. Explain the critical nature of the public service culture in making the organization successful.

2. Demonstrate an understanding of the expectations and obligations of an employee within the culture of a public service organization.

3. Explore performance metrics used to measure success in both employees and the human resources function.

Use your Public Personnel Management text to complete the following:

• Read Chapter 8, "Recruitment, Selection, and Promotion."
• Read Chapter 9, "Leadership and Employee Performance."

o These chapters explore hiring practices that are used in HRM to maximize the integration of a new employee within the culture of the organization. In addition, the psychological contract between the employer and employee is explored in terms of expectations and obligations folded into equity theory and expectancy theory.

Use your Public Human Resource Management text to complete the following:

• Read Chapter 16, "Measuring and Benchmarking Human Resource Management."

Use the Capella Library to read the following:

• Miller, L. (2014). Job descriptions made easy. The Journal of Medical Practice Management:MPM, 29(6), 394-396.

• Moskwa, L. S. (2016). Do your firm's job descriptions and performance reviews meet the standard?Journal of Pension Benefits: Issues in Administration, 23(2), 53-55.

Equity Theory and Expectancy Theory in Practice

Contrast equity theory with expectancy theory and apply these concepts to your own organization. What precepts of each could you use to improve performance? How would they fit within your performance management model? As always, be sure to support your positions with appropriately cited references to the literature.
