The Scenario:

The Brookhaven fire department's turnout gear had become saturated in layers of toxic gases and particles that have become embedded in the fabric. There was no way of properly washing and drying the gear. A suggestion was made to apply for a grant that would fund a commercial washer and dryer to take care of the problem. However, there had never been any research or a department needs analysis done to fully understand what the fire department would be required to propose.

Discuss what steps or actions the Brookhaven fire department can take in order to have the best chance at receiving a grant. Please include any experience(s) you have had with grant programs in your response.
