For this assignment, you will examine the role that mitigation and risk assessment play in the overall execution of procedures. You will weigh the benefits of MACS and reference the pros and cons of federal guidelines, particularly to NIMS and NRF. As the two areas of primary confusion result from inadequate risk assessments and incomplete multiagency coordination, you must focus on the complexities of these areas and offer comprehensive and practical alternatives and solutions to events selected or specified.

• Risk assessment is a form of mitigation designed to identify vulnerabilities. Should interagency cooperation among the federal, state, and local levels be considered in the risk assessment process? Why or why not?
