In this assignment, you will create a practical and professional document that will represent the level of work that is expected from modern professional policy analysts. Use the information from the worksheet you completed for Assignment 4 to build on for this assignment.

Write a five to eight page paper in which you:

Select one real-world policy issue and provide a description of the issue.

Analyze the major costs and major benefits of the issue.

Recommend three courses of action.

Provide at least three to five reliable, relevant, peer-reviewed references (no more than one used previously), published within the last five years that support the paper's claims.

Format your assignment according to the following formatting requirements:

Typed, double spaced, using Times New Roman font (size 12), with one-inch margins on all sides.

Include a cover page containing the title of the assignment, the student's name, the professor's name, the course title, and the date. The cover page is not included in the required page length.

Include a reference page. Citations and references must follow APA format. The reference page is not included in the required page length.

1. POLICY ISSUE AND TITLE

In this section, you will select a policy issue from the list on page 1 and create a title for your Policy Analysis.

a. What policy issue did you select?

War on Terror

b. Do you comprehensively understand the issue? Can you identify two or three distinct positions on the issue?

Yes. I have a perfect understanding of the issue of war on terror. While some proponents support the position taken by America and other Western nations in ending the spread of terror groups and terrorism activities, others are of the opinion that such actions undermine the sovereignity of the nations that the US always attack in order to end terrorism.

c. Create the title of your Policy Analysis. When creating a title for your Policy Analysis, consider how you can simultaneously capture the attention of your readers and communicate your position.

Time to rethink and re-strategize the American Involvement in War on Terror

2. CONTEXT AND IMPORTANCE OF THE ISSUE

In this section, you will frame and define the issue.

a. How will you introduce the issue?

Concerning how I will introduce the issue, I will first describe what terrorism is all about, the negative impacts of terrorism in the society, the history behind the emergence of terror groups in the world.

b. Define the problem or issue that your government or actor must address.

The war in terror comes with its negative social and economic impact. For instance, the involvement of the US in Iraq in order to bring an end to terror group activities in the region led to unexpected social implications such as death of its soldiers, political confrontation with the host nation, and more importantly, criticism by the Arab nations. The US government must therefore try as much as she can to ensure that these problems are solved and that the diplomatic relation between her and the other Arabic nations are enhanced.

c. How will you demonstrate the relevance and urgency of the issue for modern society?

The relevancy and the urgency of an issue depend on the impacts of the issue on the socio-economic and political stability of the world. Terrorism has been a major setback when it comes to rapid development hence the need for much urgency and relevancy. I will therefore demonstrate these two aspects by showing the deaths and loss of properties as a result of terrorism in the last two decades.

d. Which groups, individuals, and communities (stakeholders) are affected by the issues that you will be analyzing?

Terrorism affects nearly everyone. In most cases, Christians of different nations are the most affected by terror groups. Ironically, these terrorist in some instances also kills their own people.

e. Research the ways that these groups' goals and interests might be altered by the policies you are proposing. Try to write out concise explanations of each group's goals and the things that they value.

For Christians, their main goal is always t be given security not only at their places of worship but also in all their daily activities. Hence, these policies relating to war on terror will be useful in enhancing their right and freedom to worship without worrying about being targeted by the terror groups. to the citizens in the nations hosting terrorist, their main goal is to enjoy maximum security and high rate of peace prosperity and economic development. The policies will enable these citizens achieve these goals.

f. Research the ways that organizations or communities might change or adapt to upheavals in the societies in which they exist. Explain the circumstances in which these changes might take place. Next, consider other changes and transformations that these groups could undergo and summarize those in a similar way.

Organizations or communities might change or adapt to upheavals in the societies when they perceive that the government has been defeated on its intention to solve such social issues. Such societal changes always force communities to either accept the new events as they unfold or even consider other options such as relocating to other foreign countries to avoid these social challenges.

g. What evidence will you use to support this section of your paper?

In supporting this paper, I will rely on both live documentaries that were captured showing how terrorists attacked and killed innocent civilians. I will also rely on previous reports by government agencies involved on the war on terror.

3. RATIONALE AND JUSTIFICATION FOR YOUR POSITION

In this section, you will compile a rationale and justification for your position.

a. Are stakeholders groups exposed to unjustifiable risks? Are the stake holders you have identified especially vulnerable?

The stakeholders groups are indeed exposed to unjustifiable risks and hence vulnerable to the terror activities.

b. Are any of your stakeholders marginalized within society? Are they part of a highly privileged social group?

The issue of war on terror does not in any way have any connection with the issue of marginalization hence I will conclude that there is none of my stakeholders marginalized within the society on the context of terror activities.

c. What are the likely consequences of ignoring stakeholders' needs? Remember to write concise answers and to consider a range of alternative outcomes - never claim that one set of consequences is inevitable.

One of the likely consequence of ignoring stakeholders' needs is that it may worsen the situation and increase the impacts of terror activities to a higher scale.

Secondly, ignoring such needs would mean that their underlying issues are to adequately solved hence would result in some form of rebellion by the stakeholders.

4. PROPOSE A COURSE OF ACTION

In this section, you will propose a course of action in order to address the selected issue.

a. Position statement:What is your position on the issue? Is it specific and clear? State it in one or two sentences.

My main point on the issue of war on terror is that America and other western countries need to revisit their strategies and their involvement in fighting terrorism in the world. It is indeed obvious that there is need to fight the spread of terrorism, however, using unproductive approach would mount to no results hence the need for new policies and strategies on the issue.

b. Propose a course of action:What should be done to solve the problem? Consider the broad approach and specific practical steps or measures that need to be taken and by whom.Is the solution you propose feasible and implementable?

In order to solve the problem of terrorism, it is important for the American government and her allies to understand the sole reason behind the occurrence of such terror organizations in the first place.

c. Reinforce your position: What points of your argument will you draw together to restate and reinforce your position?

In order to reinforce and restate my position, I will draw my points on the financial implication of financing the war on terror, the issue of sovereignity of other nations, and the adverse effects of terrorism.

d. If your policy-making choices are relatively limited, justify your choice my referring to your position statement and to the outcomes of any alternative choices.

In case my policy making choices are limited, I believe it would be necessary for me to referee my position statement and the outcomes of any alternative choices so as to provide justified and reliable paper which can effectively address the issues pertaining to war on terrorism.

e. Consider the practical factors affecting your policy. How hard will it be for the government to implement your plan? What costs will the government have to pay? Is the government's ability to act or to extend its authority limited by laws or international agreements?

It will be highly difficult for the government to support ,y plan based on the fact that some of the issues raised in my paper are inconsistent with the policies which the government currently adopts. In implementing my plan, the government will be forced to restructure some of its foreign policies and reduce its budget allocation on fighting terrorism.

f. What will the political impact of your policy be? How will the changes that you want the state to bring about affect its authority? What is the political cost of the policy?

The political impact of the my policy would include; reduction in American government involvement in foreign issues, using a more diplomatic approach to fight terrorism, and also withdrawal of the American troops in war zone areas such as Iraq and Syria.

5. ARGUMENTATION AND EVIDENCE

The last section of your memorandum should prove why your proposal will be effective. Ask yourself why the policy you have designed will produce the outcomes that you claim it will have. If your policy responses are relatively limited, you should use this section to justify your choice by using a lot of your available word-count to explain why the decision that you support will have a positive impact on the state - explain, for instance, why ratifying a trade agreement will be good for your state's exporters and agricultural industry.

a. What evidence will you use to support this section of your paper?

In supporting this section of my paper, I will use previous research studies on the topic of terrorism and specifically the fight on terror so as to identify the need for adopting new policies and measures to help mitigate the situation.

I do have all the elements necessary in enabling me support my paper. I have access to government agency data base on terror related issues as well as various research studies on terrorism and terror activities.

The American government spends billions of dollars annually just to finance the war on terror beyond its national borders into other foreign nations yet there are serious issues at home that need much urgency and intervention by the government. The question is therefore, does the war on terror really necessary?

b. Recap the issue for your conclusion and make any recommendations for change (policy decisions).

Terrorism is an impediment of economic growth and social development. The input of resources on fighting terror has numerous positive benefits which outweigh the negative factors such as cost. Hence, war on terror is necessary and relevant in modern society.
