Write a paper in which you provide a critical evaluation of the stakeholder approach and needs assessment. Be sure to include the following:

• Discuss the importance of conducting a needs assessment.
• Create a stakeholder strategy for the program.
• Include the measures and outcomes to be evaluated.
• Provide a rationale for your recommendations.

Support your assignment with at least three scholarly resources. In addition to these specified resources, other appropriate scholarly resources, including older articles, may be included.
