A worrying trend in recently documented terrorist activity is the increase in attacks on worldwide public surface transportation infrastructure. Historical data from past terrorist attacks and recent threats to US transportation infrastructure suggests that bridges and tunnels are especially vulnerable.

Considering this potential vulnerability and the lack of blast-resistant designs of bridges and tunnels, there is a need to fortify security at the multiple bridges and two tunnels along major highways in the City of Centervale.

These bridges and both tunnels in Centervale support critical emergency routes, military transportation plans, and vital economic corridors, and the loss of a key bridge could result in severe security, economic, and socioeconomic consequences. Accordingly, there is a need for the leaders of Centervale to receive guidance to ensure resilience and survivability in case of a terrorist attack on one of the bridges in the city.
