5. Demonstrate an understanding of the concepts and processes underlying rights-based approaches to public health and their use and evaluation in policy and practice

Task rationale: This task allows you to apply the knowledge and skills you have gained in the course to design a strategy and an implementation and evaluation plan to address a public health issue in your chosen population.

Task description: This case study requires you to write a report to outline a rights-based strategy (including implementation and monitoring plans) to address the health issue identified in case study part one (assessment 2- IMMUNIZATION IN INDIGENEOUS AUSTRALIAN CHILDREN)assignment attached in another document.

Using the information you gathered in the first assignment as your basis, describe how you could address the identified public health issue using a rights-based approach to public health. Use the headings below to outline the issues, design a strategy and develop an implementation plan.

Introduction

Introduce the topic, provide an outline or signpost the sections of the report and note the main conclusion/s.

Background

Describe the population, and outline the health issue and its related determinants and issues of equity and conflict. (This would have been addressed in full part one. A brief summary is required here to set the scene).

Strategy for a rights-based approach

Using the principles of rights-based approaches to global public health issues, design a strategy to address the health issue in this population, justify the strategy and develop an implementation plan.

Challenges to implementation

Consider barriers to implementation and how they can be overcome. Consider issues of equity and armed conflict if these are issues. Consider sources of funding. Is the national government in a financial position to implement this approach? Are there any NGOs or international organisations that might be suitable for partnership?

In addressing this issue, identify any other human rights in danger of being violated? Are any vulnerable groups being disadvantaged?

Sustainability, monitoring and evaluation

Include plans for sustainability of the approach, and discuss suitable strategies for monitoring and evaluation.

Conclusion

Summarise the findings of the report, note the most important evidence/support, and highlight the significance of your strategy and any broader implications.
