As the owner of a fishing boat, sails his boat up and down the coast for fishing . He has got a licence under the provincial legislation that allows him to fish  as it is a protected commodity. owner must provide evidence of his license whenever he docks, under this consumer protection legislation, and notify his buyers in city and the other smaller ports up the shore he stops in to sell his fish. He must provide information on his catch: verify that the fish is fresh greater than certain size (not too small). He must provide a bill of sale to itemize the price per pound of the fish and verify freshness ie. fish are sold within 2 days of catching them, as required by the provincial Act. Further, he has invented a special fish-hauling piece of equipment that he has on the boat, that his crew has used for the past few months. He is well known in the area, and people seem to trust his product, and buy his fish.

One of his friend John who lives and works in same city takes a trip to coast and gets an idea to catch the fish for sale. He starts fishing and selling the fish without noticing that fish should be fresh and ignores its size also. He attracts customers by saying that he is doing business with his friend and both are partners.

A week later, Capt. boat gets a visit from the consumer protection government agent with a report that he is out of compliance with the Act because he has been selling undersized fish and fish is not even fresh.
