1. The clinic has never provided health insurance benefits to its employees.  As the new administrator, you concur that this is a problem and you would like to find a way to address it.  While the board members don't have much background in or knowledge about this, they are willing to consider your proposal.  They have requested that you present them with a proposal that addresses the following:
