The governor of Illinois. Recently, the House of Representatives and the Senate have been working together, with the president's backing, to propose some federal laws that may or may not be applicable to your state. You have been chosen to speak before a Congressional Committee on three laws that the Congress is hoping the President will sign within the next year. You are to present your arguments on why these laws should or should not apply to your state and all states using outside resources, including relevant case law.
The proposals are the following:
To enact a federal law requiring all citizens to purchase federal driving insurance and allowing the federal government to issue federal driving licenses for all drivers over 17 years of age.
A federal law that enforces tighter restrictions on who can carry firearms, federal background checks and the registration of all firearms with the federal government.
Federal oversight of goods grown, manufactured, or made in a state and all services performed within a state, when such goods or services are sold, maintained, or retained in that state, as the authority granted to the Congress of the United States under its constitutional power to regulate commerce.
1. Discuss why power to regulate in these areas is granted or are not granted to the Congress under the U.S. Constitution;
2. Identify and discuss Supreme Court decisions that will support your claims and will harm your claims;
3. Explain if and how these laws can be rewritten to pass Constitutional muster;
4. Discuss what the proper balance is with federal/state concurrent power.
Please use thoughtful contemplation to determine how these laws may or may not harm the development of the State and will help produce a quality, thoughtful, and well-written paper. Required pages are 3, cite all sources using APA format.
