Problem:

Mr. A is employed as a clerical officer of Ministry of Health since 1995. In fact, he joined the public service in 1993. In August 2005, the Public Service Commission invited applications for post of “Senior Clerical Officer” in Ministry of Health. Mr. A applied for the post and his colleague Mr. Y, a fellow clerical officer from the same Ministry. The latter joined public service in 1996.  In April 2006, Mr. Y was hired Senior Clerical Officer.
