The name of the public policy is :Convention on the Rights of Persons with Disabilities adopted by the United Nations General and signed on behalf of the United States.

According to a statement from the United Nations "asserts the rights to education, health, work, adequate living conditions, freedom of movement, freedom from exploitation and equal recognition before the law for persons with disabilities,".

b)Explain the reasons why you chose this particular policy

I chose this particular policy because this is the first human rights treaty approved by the UN in the 21stcentury & a very important foundation for regarding the privileges of people with disabilities globally. 

c)State what kind of public policy it is. Is it a bill introduced in the House or Senate? Is it an existing public law?

Obama guaranteed to sign the UN Convention on the Rights of Persons with Disabilities and to urge the U.s. Senate to confirm the Convention quickly. The United States has been an authority signatory on the Convention since June 2009. Still, the extent that we can tell, there has been no substantive development on the second some piece of the guarantee aside from inside examinations inside elected organizations.
