Clinic group is seeking a consultant who can direct the staff of the clinic in a transition to electronic medical records, as per the requirements of the recent health care reform laws as well as the demands of insurance reimbursement policies. The clinic invites responses to this request from qualified consultants who can present a plan for the transition of the clinic to electronic medical record keeping and data sharing with other health care providers and insurance systems.

Background
The Clinic group is a primary care health clinic with three (3) staff physicians, two (2) physician assistants, five nurses (1 RN, and 4 LPN), two (2) receptionists, one (1) file clerk, and three (3) billing assistants. A Practice Manager manages the operations of the clinic. The clinic sees over 3000 patients annually. The clinic consists of six examining rooms, an X-ray room, a file room, a waiting room, and a blood drawing station.

Currently the clinic has only a paper file system, with over 6000 paper files of active and past patients. Computers are available only for scheduling and billing and are not networked, although each has broadband access to the internet and digital phone service through a local ISP. No patient records are in electronic format.

A successful response to this group should address the following material issues and provide specific details, including brand names, technical specifications, and the names of vendor companies, as well as a budget of expenses.

Elements:
1. Hardware to facilitate transition
2. Software for medical records
3. Network options
4. Strategy to convert paper files to electronic files
5. Staff training requirements

Proposals for each of these five elements should appear in a budget format, showing the element and the expected cost for its purchase or implementation.
