Many of the families of the victims felt that the OHS legislation did not effectively penalize a company who had made so many mistakes.

In fact, they declared bankruptcy and insolvency right after the disaster so no fines or punishments were laid. The families asked for more to be done, so when negligence occurred, someone would have to be responsible and accountable. Now when a death takes place at a workplace, the person responsible can be held criminally liable, particularly if there was negligence in making decisions to protect health and safety.
