One of the primary functions of planning is land use planning. For this question you must discuss and evaluate the evolution and efficacy of two of the primary land use planning tools: general plans (also known as comprehensive plans) and zoning.
1. History of Land Use Planning in the US
a) Summarize the history of land use planning in the United State as presented by Tyler and Ward and discussed in class. How has land use planning evolved? What was its initial purpose/function in the early 20th century and how did this change over time?
