In Canada, Canadian banks are primarily controlled by the federal gov't via the Bank Act. US banks have a dual-system, where some banks are state-monitored, while others are monitored by federal gov't.

Also, U.S. and Canada have a fundamental contrast in policy aims and regulatory philosophy. Therefore, US banking policy tend to encourage borrowers, while Canadian regulation is inclined to make sure lenders are intact. As result of this regulation difference, Canadian regulators have tended to be more assertive. US federal community reinvestment act forces banks to lend in low-income areas, which causes American banking regulation is more intrusive than the Canadian system.

Finally, the industry structure is different which means number of banks are different in two countries' regulations. CANADA: only 6 major banks - 90% of country's total bank assets. U.S.: many small banks
