Does my paragraph make sense and the structure

Changing a prisoner perspective and behavior is a hard process and is not about punishing an individual but teaching the person on not committing crimes outside the facility. Having community service and probation inside the prison is an effective way on understanding the individual motive behind their actions and tried to find a solution. Community service inside the prison provides educational, training, leaderships, and shows the abilities to work in a group. There's general requirements that an offender will do for community service for instance, report to the probation officer who was assign to the person, do community services work, follow directions from the supervisor officer, and accomplish all the hours (40 hours per week). Most importantly the offenders will have the opportunity to talk to the probation officer about their problems their having inside and outside the prison. There will be a contract agreement between the officer and the offender for privacy and confidentiality. However, their will exceptions with offenders who do not want to take the possibility to talk to the probation officer but community service is a requirement for everyone who enter prison.  

Probation officers will assign to the offender based on their education and experiences but as well the offender crime will qualified. The time of probation will be approximately two years and the judge of the county will qualified the probation officers to the prison to make sure there's no connection between the offender and the officer. Every Saturday the offender will have the right to talk to their officer and make sure everything is going good. The type of community service programs includes sending cards to soldiers serving overseas, read books or letters to a person who is visually impaired, build treehouses and donate it for childrens who has cancer. The ability to have a relationship with the offender and doing productive community services can decrease bad thoughts of committing crimes.
